Since June 4, 2020, a foreign consultant advises the Government of President Lenín Moreno with the aim of improving its reputation and image in the United States, in the midst of a health emergency caused by COVID-19 and amid budget cuts to the education.
Communication Secretary Gustavo Isch confirmed that the contract is necessary to counter «a false news campaign that seeks to discredit President Moreno.» The contracted company is Balsera Communications, an image management specialist who worked with former North American presidents.
The contract is made in the last year of the Moreno government, in which, according to the CEDATOS pollster, the approval of the Ecuadorian President, as of May 2020, fell to 18.7%.
In addition, in recent weeks there have been constant demonstrations against economic measures, cases of corruption in the health system, as well as journalistic investigations that reveal an alleged «distribution» and the alleged illegalities in the financing of the campaign for Yes in the popular consultation of 2018.
Under the terms of the contract, the company will provide its services until August 15 of this year and will work with the President’s Secretary General for Communication, Gustavo Isch; the Strategic Intelligence Center of the Government of Ecuador and the Ecuadorian Ambassador to the United States, Ivonne Baki.
It will develop communication strategies and tactics «to counteract the perception of an Ecuador not prepared by the coronavirus and lacking a coherent response.»
