CNE will pay an incentive to members of the Vote Receiving Boards, only if it obtains the resources

The members of the Voting Receiving Boards (JRV) that will participate in the national elections of February 2021, could receive financial compensation.

The Plenary of the National Electoral Council (CNE) approved the Regulations for the selection, formation and recognition of incentives to the members of the JRV, which included a subsection in the section on ‘Incentives’, which conditions that the electoral body «May» financially compensate citizens who acted on the day of voting if the resources are available.

This, due to the economic crisis facing the country, and also because this item was not included in the Electoral Operating Budget (POE) for the organization of these elections, which amounts to USD 114.3 million.

The allocation of this compensation led to the debate in the electoral plenary session, since the POE was approved the previous week and its resolution sent to the Ministry of Finance.

Enrique Pita, vice president of the CNE, suggested that an addendum be made to include this value, in order to add it to the regulations as a mandatory payment. But the counselor Esthela Acero warned that if after the elections, they do not have those resources they could violate the norm.

Later, the head of the entity, Diana Atamaint, proposed to include the subsection, but with the word «may», as a condition in the event that they do not have the money.

This is due to the fact that the entity has a debt for the non-payment of this incentive. The sum is USD 2’085.640 from the 2017 elections in their first and second rounds, of 2018 and 2019.

In addition, the CNE plans to manage with the Ministry of Labor «an additional day» of vacation for officials of private and public entities that are summoned to be part of a meeting; for university students, an «academic recognition for their civic participation» will be negotiated with the National Secretariat for Higher Education, Science and Technology (Senescyt).

In the case of those members who are selected for the electoral precincts of «difficult access», such as the air or river, and the centers of deprivation of liberty, the financial compensation will be mandatory and will be delivered the same day of the vote.

It was also established that the mandatory training on the job they will have on voting day will be virtual and in person. For this, a platform will be implemented to which those selected will have access.

The criteria with which the members of the JRVs will be selected for these elections will be students enrolled in the higher education system, private and public employees with professional title, public and private employees with high school degrees, and inhabitants of rural areas who have concluded with basic general education belonging to community organizations.
