Ecuador proposes greater control of high seas fishing

The project would be submitted to the consideration of the South Pacific Regional Fisheries Management Organization to be developed in Russia in January 2021.

In order to curb the activity of the international fishing fleet near the Galapagos Exclusive Economic Zone, Ecuador proposes to approve a proposal to control high seas fishing.

Andrés Arens, Vice Minister of Aquaculture and Fisheries, reported that these measures will be presented at the ordinary session of the South Pacific Regional Organization for Fisheries Management (RFMO – PS) that will be held in Russia in January 2021.

The meeting lasts two weeks and the decisions that are adopted are by vote of the majority of the members, so any proposal that is made must already arrive with a prior consensus to achieve the necessary support.

At the moment, our country has already started a dialogue with the authorities of Peru, Colombia, Costa Rica, Panama, Chile and the United States, in order to achieve a joint position.

«Although there is freedom of fishing in international waters, this freedom cannot be without limits and there cannot be debauchery in these areas,» said the official.

He added that if these measures are approved in January, by May, when the fishing fleet begins to rise, it will no longer have the same presence or if it is presented, it will be more controlled.

The transshipment ban is a measure already applied by the International Tropical Tuna Commission (CIAT) and which consists of prohibiting vessels from making transshipments on the high seas and having to return to their places of origin.

«If they can no longer carry out the transshipment and they had to return to unload fishing resources, there would be a significant disincentive in terms of fuel and time that would make fishing no longer interesting,» he said.

Regarding another ban, Ecuador stated that it may be temporary or special in the area that does not want to be caught. In time, China decided, unilaterally, a ban between September and November, but the request put forward by Foreign Minister Luis Gallegos is that it be a ban from June to August.
